Join Kalin Scott Chief Innovation Officer at Helgerson Solutions Group (HSG) as she discusses the Delivery System Reform Incentive Program (DSRIP)  Innovation and Value in New York Medicaid and beyond: Lessons Learned and Practical Advice.

Across the United States, state Medicaid programs (which provide free or low-cost health coverage to millions of Americans, including some low-income people, families and children, pregnant women, the elderly, and people with disabilities) are leveraging the flexibility granted by the national Centers for Medicare and Medicaid Services (CMS) to design innovative solutions and achieve policy objectives.

The landscape of the tools available and strategies to implement can be complex.  In New York State, the Medicaid Redesign Team approach has been a multi-year effort with demonstrated success in achieving lowered costs, and improved quality outcomes and patient experience.  Through extensive stakeholder engagement, partnership with CMS on delivery system reform, and an unwavering commitment to value-based payment, the state has saved billions of dollars and fundamentally transformed its health care delivery system.  What can other stakeholders learn and replicate from this experience?

New York State has 25 groups across the state working on the New York State Department of Health’s Delivery System Reform Incentive Payment (DSRIP) program.  These are known as Performing Provider Systems (PPS) which are similar in function to Australian Primary Health Networks. The PPS is an alliance of clinical and social service providers focused on improving the quality of care and overall health for Medicaid and uninsured populations. The PPS work with chosen partners such as nurses, behavioural health providers, home health care agencies and a wide range of community-based clinical facilities, treatment centres, social services and community organisations, primary care physicians and medical practices.

In her webinar, Kalin will provide examples of innovative approaches that PPS have developed through the DSRIP program to deliver value based health care resulting in genuine improvements to patient outcomes.

About Kalin Scott

Kalin Scott is the Chief Innovation Officer for Helgerson Solutions Group (HSG). HSG is a boutique global consulting firm focused on helping companies, providers, payers and governments make the move to value in health care.  HSG also advises private equity firms and venture capital funds that share this commitment.

Kalin’s previous experience includes more than ten years in senior health policy roles with New York State. Most recently, Kalin served in a dual role as Director of New York’s Medicaid Redesign Project Management Office and Assistant Director for Medical, Dental and Pharmacy policy.

Over her eight years with New York’s Medicaid program, Kalin served on the senior leadership team, responsible for nationally-recognized policy development and implementation strategies to ensure alignment and execution of the Medicaid program’s key priorities.  In this role, Kalin frequently provided insights, advice and consultation to other state Medicaid programs and national organizations interested in the redesign and transformation of New York’s Medicaid program.

Kalin has extensive background in public policy, specializing in areas including program design, strategic planning, project management, Medicaid redesign, cross-sector initiatives, delivery system reform and value based payment.

Prior to joining NYS DOH, Kalin worked in the New York State’s Governor’s Office, coordinating multi-agency initiatives across New York’s health and human services agencies.
