Job Description:

This position oversees the Western NSW Primary Health Network (WNSW PHN) primary care, population health and other data sets to inform data-driven service planning. A key responsibility being to deliver quality analysis and reporting of health outcomes to increate the effectiveness of WNSW PHN’s programs. This will involve innovative communication of key health data using business intelligence tools, preparing reports and communicating advice to the Board, Executive Management Team and partner organisations. This role requires organisational leadership in data governance and management as well as supporting data systems.

Reporting to the Executive Manager Strategy, Engagement & Performance, the Manager Data supports relationships with commissioned service providers, primary health care professionals, general practice and Aboriginal medical services.

This role leads the development of key data sharing and health information projects through strategic partnerships with external and internal stakeholders on a state and national level. 

Skills and Experience:

Essential:

  • Qualifications in a Public Health, Health Informatics, Epidemiology or other related area 
  • Minimum 3 years’ experience in a similar position of professional responsibility and
    accountability
  • Significant stakeholder engagement and management experience, with the ability to maintain positive relationships through proactively dealing with stakeholder issues.
  • Demonstrated experience in leading the development and implementation of data strategy and data governance structures
  • High level communication and presentation skills, with demonstrated ability to effectively communicate analysis of complex data to a non-technical audience
  • Demonstrated ability to deal with concepts and complexity comfortably, uses advanced analytical and conceptual skills to reason through problems (with the ability to train and mentor others), has creative ideas and can project how these can link to innovations
  • Proven ability to produces project plans where objectives are clearly defined and action steps for achieving them are clearly specified, regularly communicates with, and supports others, ensures project objectives are met by anticipating and managing potential and emerging issues.
  • Excellent interpersonal, consultation, negotiation and communication (oral and written) skills
  • Demonstrated experience in being a proactive leader and self-starting, seizes opportunities and acts upon them, takes responsibility for own actions
  • High level attention to detail and time management skills including the ability to prioritise, plan, organise, and manage competing demands
  • Detailed knowledge of relevant statutory legislation relevant to the role and the ability to interpret and provide advice on the same
  • Demonstrated ability to actively support work values of continuous quality improvement, professionalism, teamwork, performance accountability, workplace policies, and privacy principles
  • Demonstrated ability to review and analyse statistical data and identify features, trends and appropriate strategies.
  • Formal training and/or a sound working knowledge of statistical methods and substantial experience and demonstrated ability in data collection, extraction, specification, modelling, analysis, interpretation, presentation and reporting, particularly of large and complex data sets
  • Demonstrated experience of the health care environment and the principles of data management and governance, ethics and privacy including the appropriate release and use health data and information 
  • An understanding of and commitment to Cultural Safety
  • Current C class open driver’s licence

Preferred:

  • Post-graduate qualifications in a relevant field with experience leading and contributing to health research
  • Experience in information systems establishment, information architecture and data analysis
  • Demonstrated experience in data extraction, data visualization, or the use of CRM or business intelligence tools to support quality improvement and performance management activities
  • Substantial experience in the use of one or more data analysis systems and software, such as SQL, R, Python, GIS tool (ESRI or Other), visualisation tools such as Power BI, Qlik and SQL for the storage, analysis and presentation of quantitative data.
  • Demonstrated user support or group training experience ideally within a health service context.
