The Executive Director Corporate Governance and Strategy is required to deliver high level, sensitive policy advice and take autonomous actions in support of the functions of the Health Service Chief Executive and the Hospital and Health Board.

The Executive Director Corporate and Strategic Governance has operational line management responsibility for the following functions:

  • Office of the Chief Executive including Board secretariat and support function
  • Risk and compliance management
  • Internal audit
  • Planning
  • Stakeholder engagement (clinician and consumer engagement, media and communications)
  • Executive support services

This position has supervisory responsibility for 7 FTE direct reports and 30 FTE indirect reports and has financial delegation of $100,000.

Aspects of the role

  • Critically analyse, develop and facilitate structures and systems, promote ongoing consultation and strategic change processes to support the Hospital and Health Service and Board to operate as a contemporary statutory authority.
  • Provide strategic leadership, including technical guidance and management of corporate governance functions to ensure the THHS can plan, monitor, evaluate and report against the THHS corporate governance program.
  • Provide high quality written and verbal communications to respond to evolving situations in a timely manner including Ministerial, Director-General, Health Service Chief Executive, Board and media requests, including acting autonomously as needed.
  • Ensure Townsville Hospital and Health Service strategic and operational planning complies with legislative requirements and effectively translate organisational strategy into coordinated actions and activities.
  • Assist the Health Service Chief Executive in the management of the Hospital and Health Service, deputising for the Health Service Chief Executive as directed from time to time.
  • Assist and support the Chair and Board in the performance of their functions, including providing sound professional advice, attendance at Board meetings and performing special assignments as requested by the Chair, Board or Health Service Chief Executive.
  • Ensure effective risk management and compliance practices are implemented across the organisation.
  • Provide leadership and support to executives in the management of organisational change initiatives and the evaluation of their effectiveness.
  • Manage the physical, financial and staffing resources allocated to the Office of the Health Service Chief Executive.
  • Implement, manage, monitor and improve service standards and performance in accordance with relevant Directives and Accreditation and Standards programs.
  • Lead, foster and develop a working environment which actively promotes a collaborative performance culture that includes values of trust and respect for consumers, carers, all staff and other stakeholders such as industrial organisations.

To be successful in this role you will assessed on your ability to demonstrate

  • Previous executive management experience, ideally in health or related industry.
  • Demonstrated success in driving change and achieving desired outcomes in highly regulated and complex environments.
  • Excellent interpersonal and written communication skills, including ability to effectively consult, influence others and develop and deliver quality documents (briefs/reports) on time and to schedule.
  • High level conceptual and problem solving skills including organisational behaviour, change management, the ability to analyse evidence and provide strategic leadership and expert advice on policies, strategies and recommended solutions.
  • Executive level ability to drive a value based culture of collaboration and participation, setting high personal standards of cooperative and collaborative behaviour.
  • Significant experience in managing key internal/external relationships and balancing competing and sensitive priorities.

  • While not mandatory a relevant tertiary qualification in health service management, or a related discipline would be well regarded.
  • Experience in health service administration or management are considered highly desirable for demonstrating achievement of the responsibilities of the position.
