The VBHC Congress places a spotlight on transformation to improve the health outcomes of Australians and the sustainability of our health system.

Value for patients requires collaboration; and integrated care cannot be achieved when organisations work in isolation. Together we must create a shared purpose and culture across the disciplines – clinical, financial, operational, management, informatics and technology.

The Congress brings together leaders from across the health system – clinician leaders, executives, senior managers, consumers, policy makers and researchers to showcase and share experiences.

The next VBHC Congress will take place in 2025. To stay up to date on all Congress updates and announcements sign up to Value in Brief, our monthly email newsletter.

VBHC Congress 2025

The Value-Based Health Care (VBHC) Congress places a spotlight on the transformation needed to improve the outcomes of Australians and the sustainability of our health system.

Both in Australia and internationally, health services and systems are exploring opportunities to move from a focus on the volume of services delivered, to the outcomes achieved, through a range of transformative programs and policies.

Driving value requires collaboration and recognition of context. The Congress provides an opportunity to look beyond the entrenched silos of our health system to understand, connect, share and collaborate in pursuit of the shared goal of improved outcomes for Australians.

Sally Lewis VBHCC23

VBHC Congress 2023

The keynote was delivered by Dr Sally Lewis, then National Clinical Director for VBHC at NHS Wales.

International VBHC leader and early adopter Sally had been leading the national Value-Based healthcare program in Wales since 2018, and was a Director of the Welsh Value in Health Centre.

Facilitated panel sessions were designed to engage participants in discussion that considered the latest evidence, showcased programs across Australia, explored the potential in emerging policies and examined the realities of implementing change across our services.

Panellists explored

  • How we can best understand the way people and communities experience care.
  • Shifting care upstream and supporting a wellbeing economy.
  • Connecting care through MyMedicare, Australia’s voluntary patient registration initiative.

Panellists explored:

  • Navigating competing interests in the design of new models of care and ethical collaboration.
  • Who comprises a team and how do they work together?
  • Clinician engagement in the research agenda.
  • How we draw on the global experience – shifting innovation to implementation.

Panellists explored:

  • Whose data is it?
  • Capturing outcomes to engage in care decisions.
  • Why variation is important to understand and how to respond.
  • Rationalising the burden and the benefits of more data.
  • Digital transformations.

Panellists explored:

  • The health system’s impact on our planet.
  • Defensive medicine and the resulting unintended circles of harm.
  • Low, value, high carbon care and disinvestment.
  • Engaging the workforce in sustainability outcomes.

Panellists explored:

  • The many ways that we price and fund across the Australian health system, and why.
  • What could be achieved when all stakeholders engage in a roadmap towards value-based funding.
  • When funding is the barrier to improving outcomes, and when it is not.

VBHC Roadshow 2023

Following the Congress, Dr Lewis, National Clinical Director for Value-Based Health Care (VBHC) at NHS Wales, joined AHHA CEO Kylie Woolcock and the Manager of the Australian Centre for Value-Based Health Care, Emma Hoban, on a two-week roadshow across eastern Australia to explore VBHC implementation in remote, rural, and metropolitan locations.

Throughout the roadshow, discussions centred on the sustainability challenges impacting health systems and the opportunities presented by VBHC as a framework to address the complex, wicked problems undermining improvements in outcomes.

Further along in its journey towards VBHC, the Welsh model of VBHC implementation resonated strongly with various stakeholders in Australia. The Congress and roadshow highlighted the growing interest and momentum in Australia that is propelling the VBHC agenda forward, though there is still much work to do.
